The Legal Documentation and Information Network (JDIH) serves as a government-provided platform to ensure the availability, management, and dissemination of legal information to the public in a fast, accessible, and accurate manner. The existence of JDIH plays an important role in promoting public information transparency and supporting transparent governance. However, the inaccessibility of the JDIH website of Indragiri Hilir Regency has created difficulties for the public in obtaining access to regional legal products. This condition has the potential to hinder the fulfillment of the public's right to legal information as guaranteed by prevailing laws and regulations. This study aims to analyze the legal framework governing the implementation of JDIH and examine the juridical implications of the non-functioning JDIH website of Indragiri Hilir Regency on the fulfillment of public information rights. This research employs a normative legal research method using statutory and conceptual approaches. The legal materials consist of primary, secondary, and tertiary legal sources, which are analyzed qualitatively. The findings indicate that the implementation of JDIH is an obligation of local governments in providing access to legal information in accordance with applicable laws and regulations. The inaccessibility of the JDIH website of Indragiri Hilir Regency limits public access to regional legal products and hinders the optimal implementation of the principle of public information transparency. Therefore, continuous improvements in the management and operation of JDIH are necessary to ensure the effective fulfillment of the public's right to legal information.
