Abstract

This study aims to analyze the impact of the Environmental and Sanitation Department's (DLHK) policies on waste management services in achieving the waste collection fee targets in Tembilahan. A quantitative approach was used with a census method, involving a population of 22 respondents from the local community. Data was collected through questionnaires. The results of the study indicate that DLHK policies, particularly in the implementation of digital waste collection fees, have a positive and significant impact on improving waste management services. The digitalization of fees simplifies the payment process, enhances efficiency and transparency, and drives the achievement of collection targets. However, challenges such as limited human resources (HR) and technological infrastructure continue to hinder the optimal implementation of these policies. To address these challenges, HR training and infrastructure development are necessary. This study concludes that digitalization of collection fees has great potential to improve the quality of waste management services in Tembilahan.
